Providing a game the user wants is important since if they don't like what they see they won't spend time doing it. Designers take the shell of the game for granted and don't worry much about the design but this is import to the user as much as the main GUI is.
The game needs to provide a great experience at import / critical parts of the game to make the user want to proceed. Games should also introduce things to the user slowly not to overwhelm the user and to allow the user time to learn how to use the item
